Fiji Non-Sugar Agriculture Sector Policy 2025-2035.

The policy establishes a ten-year strategic framework to transform and modernize the non-sugar agriculture sector in Fiji. The primary objective of the policy is to enhance the commercialization of smallholder farmers, improve national food and nutrition security, and build climate resilience within the agricultural landscape. The instrument aims to shift the sector from subsistence-based farming toward a high-performing, market-driven industry that contributes significantly to the national economy and rural livelihoods.
The policy is organized into ten core Thematic Areas that address the entire agricultural value chain. It defines the role of the State in service delivery and production support, emphasizing the importance of private sector engagement and investment. Key provisions include the improvement of supply chains, the establishment of efficient market linkages, and the enhancement of financial services and credit access for farmers. Furthermore, the document prioritizes sustainable soil and water management, including the development of irrigation and drainage infrastructure to mitigate the impacts of seasonal climate variability.
Significant emphasis is placed on innovation, research, and the adoption of modern agricultural technologies. The policy outlines strategies for plant protection, biosecurity, and the availability of high-quality seeds and planting materials. It also integrates a dedicated framework for climate change adaptation and disaster risk management, ensuring that agricultural practices are sustainable and resilient to natural hazards. Additionally, the instrument addresses social inclusion by promoting the participation of youth, women, and persons with disabilities in agricultural enterprises.
The policy links agricultural production directly to food security and nutritional outcomes. It mandates the promotion of healthy diets and the reduction of food loss and waste across the country. The implementation of the policy is supported by a monitoring and evaluation framework, involving multi-stakeholder participation and institutional strengthening within the Ministry of Agriculture and Waterways to ensure transparency and accountability in achieving the set targets by 2035.
