Abstract
The overall goal of the plan is to improve the quality of life of human communities which depend on the coastal resources while minimizing impacts of the activities on the environment and minimize the conflicts between users. The timeframe of this Plan is 5 years, covering the period from 2015 to 2020. The main purposes of the Plan are: (i) to establish integrated coastal management arrangements for the Ra Province with 9 coastal districts and their stakeholders; (ii) to develop integrated sustainable development policies that connect the national government, provincial government and communities; and (iii) to sustainably manage the natural resources of the Ra Province for current and future generations.
The Ra ICM Provincial Plan addresses eight prioritized coastal zone issues, namely: gravel extraction, burning, poaching, destructive fishing methods, community waste management, unsustainable farming methods, Vatu-I–Ra Marine Protected Area (MPA) (tourism levy issue) and black sand mining. This Plan establishes a comprehensive management strategy aimed at maintaining the health and functional integrity of coastal ecosystems by preserving ecological balance, protecting biodiversity, and supporting sustainable fisheries and community livelihoods. It seeks to align coastal management processes across existing legislation, policies, and plans, while strengthening collaboration among government agencies, NGOs, and local communities. The Plan ensures that environmental considerations are fully integrated into all stages of development to minimize negative impacts and promote long-term sustainability. It also supports sustainable, multi-sectoral development, reduces conflicts over resource use, preserves the aesthetic value of coastal areas, safeguards cultural and traditional practices, and promotes effective adaptation to climate change.
