The Strategic Development Plan lays down the goals and strategies of the Ministry of Environment and Climate Change. The timeframe of the Plan is 5 years covering the period from 2026 to 2031. The Ministry aims to empower citizens and safeguard natural systems while advancing sustainable and climate-resilient development. Its goals focus on equipping people with accurate, evidence-based information so they can make informed decisions and adopt environmentally responsible behaviors. At the same time, the Ministry seeks to strengthen community resilience by fostering active participation from civil society and the private sector, ensuring that individuals and organizations are engaged in climate action and stewardship of natural resources. It also prioritizes protecting ecosystems and promoting sustainable development to preserve environmental assets for present and future generations. Finally, the Ministry is committed to building strong partnerships and coordination mechanisms across institutions to deliver integrated, effective responses to environmental and climate challenges.
To achieve these goals, the Ministry has outlined a set of mutually reinforcing strategies. It will strengthen the evidence base for decision-making by improving the collection, management, and accessibility of environmental data, while also enhancing communication and public outreach to raise awareness, improve accountability, and encourage engagement through modern media and technology. Community empowerment will be advanced by increasing engagement with individuals and organizations and promoting knowledge of climate risks, natural resource management, and nature-based solutions, alongside the development of a climate-ready workforce and stronger public-private partnerships. Regulatory and institutional frameworks will be reinforced to enhance environmental safeguards, support compliance, and drive the transition to a net-zero and circular economy through effective waste management and decarbonisation efforts, including adherence to multilateral environmental agreements. In addition, the Ministry will strengthen coordination and oversight mechanisms to ensure environmental and climate considerations are integrated across sectors, enabling more coherent, collaborative, and impactful solutions.
