Abstract
The Strategic Plan of the Ministry of Health is a national policy with a cross-sectoral approach. The timeframe of the policy is 5 years between 2020 and 2025. The strategic objectives of this Strategic Plan are: (I) to increase resilience of the health sector to natural and man-made hazards, (II) efficient and effective management of the health system, (III) increased access to quality, safe and patient-focused clinical services.
As an important determinant of health and well-being, food and nutrition and safe drinking water are addressed in this Policy. Breastfeeding and better nutrition for children will be promoted and school children will be monitored to reduce the obesity rate. Furthermore, healthy eating will be promoted in coordination with the private sector, such as working with food manufacturers to reduce salt.
A more efficient, innovative and higher-quality health system will be provided for all citizens to increase their quality of life. The well-being of the population, with particular emphasis on women, children and youth, will be improved through the enforcement of the Public Health Act and Food Safety Act, improved access to clinical services, institutional capacity building, and improvement of water, sanitation and hygiene services. Cross-government partnerships on antimicrobial resistance will be developed and an Action Plan will be developed. Moreover, the availability of promotive, protective and preventive care will be expanded for communities and innovative solutions will be made available for people living in remote islands and hard-to-reach locations.
Climate change adaptation and mitigation will be integrated in to the health sector. Disaster preparedness and management will be strengthened for effective response to outbreaks and disasters. Public health services will be developed with a population-wide approach for coping with diseases and the climate crisis. The preparedness and resilience of all citizens to environmental and human-made hazards and public health emergencies will be increased through prevention measures. The areas and populations that are vulnerable to climate change will be identified and monitored. A more resilient health system will be ensured by strengthening the collaboration between all stakeholders, including government ministries, communities, civil society, universities, citizens and the private sector.
