Chapter 13 of Title 11 of the Kosrae State Code - Protection of the Environment.

This Chapter grants powers to the Development Review Commission to control the discharge of waste or otherwise for the protection of the environment.
If the Commission finds that an unlawful discharge of waste is taking place or may take place or that the waste collection treatment or disposal facilities of a discharger is approaching capacity, the Commission requires the discharger to submit an application for approval of activities by the Commission. The Commission may also issue a Cease and Desist Order in respect of illegal waste discharge activities and undertake other actions of enforcement to protect the environment. The Chapter also provides with respect to court proceedings if illegal activities continue after the issuing of an Order.
