Abstract
This Act concerns the preparation of effective response to natural and man-made disasters, defines the authority of the President and other public offices in case of disaster and provides for the compensation for property used or destroyed because of use of such authority.
Disaster preparedness includes the identification of hazardous facilities, i.e. any material, equipment, or facility, public or private, which threatens loss of life or injury to persons or property substantially worse, in the event of a disaster, than that expected under normal conditions. Some provisions concern proper use of land in order to prevent disasters or to mitigate consequences of disasters.
