Abstract
The Chuuk State Biodiversity Strategy and Action Plan 2026–2030 sets out the framework for the conservation, protection and sustainable use of biodiversity in Chuuk State. The Plan recognizes the ecological, cultural and economic importance of Chuuk’s terrestrial, freshwater and marine ecosystems, including the globally significant lagoon, coral reefs, mangroves and forests that support food security, livelihoods and traditional practices. It identifies major threats to biodiversity, including climate change, overexploitation of natural resources, invasive alien species, pollution, habitat degradation, unsustainable land use and risks associated with development activities.
The Strategy is structured around four thematic objectives addressing community participation and environmental awareness, conservation financing and technical assistance, biodiversity management and protected areas, and the control of invasive species and other threats. It promotes the expansion and effective management of marine and terrestrial protected areas, the conservation of endangered and endemic species, and the sustainable management of fisheries, forests and mangrove ecosystems. The Plan supports the integration of traditional resource management practices into biodiversity governance and encourages active participation of local communities, resource owners and traditional leaders. It also provides for improved biodiversity monitoring, research, environmental education and enforcement of environmental legislation.
