Abstract
The Kosrae Joint State Action Plan for Disaster Risk Management and Climate Change is a policy at the state level with a cross-sectoral approach. The purpose of this Action Plan is to secure the future of the state as well as to protect livelihoods and environment by addressing risks associated with climate change and disasters across six key sectors and all parts of the community.
This Action Plan identifies specific actions for the six key sectors such as health, education, environment, social and cultural, infrastructure, and the private sector. A climate change and disaster risk reduction approach will be mainstreamed across all sectors in Kosrae. The linkages of this Action Plan to national, regional and international policies and frameworks will be strengthened. Existing legislation, policies and plans will be developed to take actions for addressing risks from local to global level associated with climate change and disasters. By working together and with all stakeholders taking responsibility for reducing risk, the future of Kosrae and the next generations will be assured. To this end, the participation of state government, non-governmental organizations, civil society, the private sector, community leaders, people with disabilities, and youth in climate change adaptation and mitigation and disaster risk reduction and management will be encouraged. Legal frameworks and technical capacity of the health sector will be strengthened in Kosrae. In order to improve health status of all, actions will be taken for health issues and challenges. The level of public education and technical awareness about health-related risks and the links to climate change and disasters will be raised. Moreover, climate change adaptation and mitigation and disaster risk management will be integrated into the formal education system. In order to strengthen climate and disaster risk preparedness and response capacity, awareness-raising programs, workshops, and trainings will be provided to all stakeholders on disaster preparedness plan, disaster and climate change risk reduction and adaptation, and state disaster plan. Climate change adaptation and mitigation and disaster risk management will be closely linked with environmental protection. The management of solid waste and wastewater will be improved. Policy and technical capacity will be strengthened and community awareness will be raised on invasive species management. More climate-tolerant crop varieties will be provided from SPC and Land Grant to increase the diversity of locally grown crops for the island. Freshwater resources management will be strengthened by improving water treatment and storage systems at all communities. The collaboration between private sector and businesses will be strengthened for effective and sustainable partnerships for climate change awareness and disaster preparedness. Cultural and traditional practices will be promoted to enhance socio-cultural resilience. Community well-being, including women, youth, children and disabled citizens, will be strengthened through capacity building for climate change adaptation and disaster. Standards will be established for climate resilient infrastructure. Critical infrastructure will be improved to withstand disasters and climate change. Sewage system will be assessed and developed to ensure safe and environmentally protective sewage. Sustainable energy use will be enhanced by promoting renewable energy and energy efficiency programmes.
In order to improve coordination on disaster risk management and climate change adaptation, Joint Risk Management Network will be established and endorsed. The Joint Risk Management Network and Emergency Task Force shall be responsible for monitoring and evaluation and reporting of the Yap Joint State Action Plan. In the data gathering and analysis phase, the Yap Risk Management Network will work closely with the Office of Environment and Emergency Management at the national level.
