Abstract
These Regulations are promulgated to provide standard procedures by which owners or operators of local fishing vessels may apply for or register and be issued permits to operate in the Exclusive Economic Zone of the Federated States of Micronesia and provide catch data for management and conservation purposes. Section 3 of these Regulations prescribes that no domestic fishing in the EEZ is permitted without a valid permit. Fishing is defined also as transshipment, storage, transporting and processing of fish (reg. 2.7). No rules are given for the review of applications for permits by the Executive Director of the MMA.
