Abstract
The Nationwide Climate Change Policy is a national policy with a multi-sectoral approach. The overall purpose of this Policy is to ensure climate change mitigation and adaptation at the international, national, state and community levels in order to reduce the vulnerability of Micronesia to the adverse impacts of climate change.
This Policy addresses the adverse impacts of climate change on communities to ensure sustainable livelihood and to preserve natural heritage, diverse customs, traditions, and natural resources in all islands. Mitigation and adaptation measures will be integrated into policies regarding disaster preparedness, as well as into all relevant sector policies including environment, energy, infrastucture, water management, transportation, agriculture, food security, forestry, fisheries and marine and coastal resources, health, education, and gender. Measures will be taken to reduce carbon dioxide emissions in line with the post-Kyoto requirements. In addition to that, special emphasis will be given to global reduction and destruction of GHGs and non-GHG warmers, through effective management of natural sinks, bio-sequestration, promotion of renewable energy and energy efficiency, and other appropriate means. All development activities will be adapted to climate change with an ecosystem-based approach. Appropriate strategies will be developed and implemented to improve relevant sectoral activities including food production. Locally appropriate technology will be identified and their use will be optimized. Moreover, access to and sustainable use of innovative technologies will be enhanced. Climate change adaptation and mitigation and resource management initiatives will be supported by establishing sustainable financing mechanism in order to maximize the use of local resources. The resilience of local communities will be strengthened to respond climate change through financial support from government, private sector and non-governmental organizations. Training programs focused on climate change will be developed and promoted for scientific, technical and managerial personnel to improve technical skills and knowledge in order to address and respond to climate change and its impacts. Furthermore, public awareness will be raised through school curricula, public access to information, and communication channels.
The Office of Environment shall consolidate all monitoring reports submitted by each responsible department mentioned in the Policy. The Office of Environment and Emergency Management shall be responsible for the evaluation of the policy with assistance from all sectors. The participation of all levels of the government, private sector, civil societies, traditional leaders, communities and individuals will be encouraged for the effective implementation of this Policy.
