Abstract
The Nationwide Integrated Disaster Risk Management and Climate Change Policy is a national policy with a multi-sectoral approach. The overall purpose of this Policy is to ensure effective disaster risk reduction and management and climate change adaptation and mitigation to achieve economic growth and self-reliance within a framework of sustainable development.
Food security will be ensured through uninterrupted supply of locally grown high-quality food crops for domestic consumption. Moreover access to safe and clean water will be secured.
The policy sets out in its guiding principles a ‘multi-hazard’ risk management approach that integrates disaster risk management, climate change adaptation and GHG emissions. Disaster risk management will be developed to reduce or eliminate the risks associated with the adverse effects of hazards through activities and measures for prevention, mitigation and preparedness, response, recovery and reconstruction. Risk assessment will be strengthened in line with climate change adaptation to reduce and manage the risks associated with more frequent, severe and unpredictable extreme weather events. In order to increase economic resilience to climate change, adaptation measures will be taken in agriculture, forestry and fisheries sectors. Furthermore private sector will be strengthened and public and private investment will be increased in climate and environment-friendly trade activities. Thereby reliance on imported commodities will be reduced. National funding mechanisms will be established for Disaster Risk Management, Climate Change Adaptation and Greenhouse Gas Emissions Reduction. Moreover participation in international financing programs will be increased to ensure sustainable funding. Integrated Disaster Risk Management and Climate Change Action Plans will be developed and implemented at national, state and community-level. The use of new climate and environment friendly approaches and technologies will be promoted. Infrastructure will be developed to withstand the impacts of climate related, natural and human-induced hazards, including sea level rise. Environmental protection will be enhanced with effective and integrated waste management with an emphasis on hazardous substances and wastes. Energy savings and efficiency will be improved across all sectors of society. In addition the development of renewable energy sources will be supported through investments. The resilience and health status of the population will be improved by reducing the occurrence of epidemics and other health hazards. Education materials on climate change and disaster risk reduction will be developed and disseminated at all levels to ensure public awareness-raising and capacity building.
Governance and management arrangements will be strengthened for Disaster Risk Management, Climate Change Adaptation and Greenhouse Gas Emissions Reduction including policy, compliance, legislative and regulatory frameworks, data management, performance monitoring and reporting frameworks that enable the on-going assessment and management of disaster and climate risks and impacts. The national and state governments shall be responsible of promoting, coordinating and monitoring the implementation of the policy in cooperation with the private sector, civil society and communities. This Policy will be implemented in accordance with the regional and international climate change policies and conventions. Furthermore according to the agreement between Micronesia and USA, the U.S. Agency for International Development shall be currently responsible for providing disaster assistance and coordinating the United States Government response to declared disasters in Micronesia.
