Abstract
The Pohnpei Joint State Action Plan for Disaster Risk Management and Climate Change is a policy at the state level with a cross-sectoral approach. The purpose of this Joint Action Plan is to cope with climate change across eight key priority areas in order to protect livelihoods and the environment.
Food security will be ensured through increased production in the agriculture and fisheries sectors. Food security will be integrated in school curricula to raise awareness of school children.
Community awareness will be raised on climate change and effects and disaster risk management. To this end, climate change and disaster risk management will be integrated into the formal education system. Environmental protection and management will be strengthened to cope with the impacts of climate change including sea-level rise, strong winds, increasing temperatures and changing rainfall patterns. Sustainable use and protection of natural resources will be ensured to safeguard livelihoods as well as source of food, water and materials. Marine and terrestrial environments will be protected to increase their economic benefits for the communities. Solid waste management will be improved. Freshwater resources will be protected by cleaning streams and rivers in the main island. Land use planning will be strengthened with access to land information through centralized Geographic information system. Disaster response mechanisms will be developed to provide basic services such as shelter, food, water and health services, as well as to effectively respond to and care for vulnerable groups in times of disaster. Public health will be protected through effective response to disease in case of disaster. Local preparedness and response plans will be developed across Pohnpei State. Local government institutions will be equipped with necessary supplies and resources to respond to disaster. Infrastructure will be developed to withstand disaster risks and the negative impacts of climate change. Early warning systems will be established to improve preparedness and disaster response. Consistent guidance will be provided to all sectors on responding to disaster or emergency. The capacity of private sector will be enhanced to support disaster preparedness and response in order to increase economic resilience. Disaster preparedness and environment friendly actions will be encouraged in the private sector through tax incentives.
The Department of Public Safety shall be responsible for monitoring and evaluation and reporting of the implementation of the Joint Action Plan. The cooperation between the Department of Public Safety and the Office of Environment and Emergency Management will be strengthened in the data gathering and analysis phase. The Pohnpei Joint Risk Management Network will be established and coordinated by the Department of Public Safety. The participation of NGOs and private sector and communities to Joint Risk Management Network will be encouraged for effective implementation.
