Abstract
The purpose of this Title is to manage and conserve Micronesia's vital marine resources and for that reason to control foreign fishing.
The Title is divided into five Chapters: General Provisions (1); Fishery Zones Jurisdiction Established (3); Management Authority (5); Foreign Fishing (7); Penalties (9).
Chapter 3 provides for the establishment of a territorial sea, an Exclusive Fishery Zone and an Extended Fishery Zone and defines the baseline system: A baseline is a continous line which encircles an island or atoll, and shall be as follows: The baseline of an island lacking specified reefs shall be the low water line of the island as marked on official charts; Chapter 5 provides for the creation of a Micronesian Maritime Authority.
