Abstract
Yap Joint State Action Plan for Disaster Risk Management and Climate Change is a policy at state level with a cross-sectoral approach. This Action Plan aims at providing the people of Yap with strategic and prioritised actions for the coming years to address risks across all sectors and parts of the community.
In order to ensure food security, traditional food production will be increased and the dependence on imported food will be reduced. To this end, farmers will be supported to engage them in agricultural production in an efficient manner.
Yap’s resilience to disaster and climate change will be increased through strengthened climate and disaster risk preparedness and response capacity, with a participatory and consultative approach, including a range of stakeholder views concerning risk management and vulnerability. Yap health sector policy and technical capacity will be strengthened to cover risk assessment and planning. The level of public education and technical awareness about health-related risks will be raised and integrated into climate change impacts, trends and disasters. Health programs for people with special needs will be improved. An on-going climate change and DRM education and awareness program will be developed through the formal education system. Data and knowledge management will be improved to better support disaster risk management and climate change adaptation. Climate change adaptation and mitigation and disaster risk management will be closely linked with environmental protection. Effective management of natural resources will be provided with an ecosystem approach. Moreover, the management of solid waste, sanitation and hazardous waste will be improved. Policy and technical capacity will be strengthened and community awareness will be raised on invasive species management in various climate and disaster scenarios. Food and nutrition security will be supported by addressing food security issues in Yap and the risks provided by climate change and other events. The collaboration between private sector and businesses will be strengthened for effective and sustainable partnerships for climate change awareness and disaster preparedness. Cultural and traditional practices will be promoted to enhance socio-cultural resilience. Critical infrastructure in Yap will be improved to withstand disasters and climate change. Sustainable energy use will be enhanced by promoting renewable energy and energy efficiency programmes.
The Yap Risk Management Network which is comprised of members of the Yap State Government departments and offices, partners and NGOs shall be responsible for monitoring and evaluation and reporting of the Yap Joint State Action Plan. In the data gathering and analysis phase, the Yap Risk Management Network will work closely with the Office of Environment and Emergency Management at the national level.
