Avian Influenza (Preventive Measures) (Wales) Regulations 2006 (W.S.I. No. 2803 (W.242) of 2006).

These Regulations continue to give effect in Wales to Commission Decision 2005/734/EC laying down biosecurity measures to reduce the risk of transmission of highly pathogenic avian influenza caused by influenza A virus of subtype H5N1 from birds living in the wild to poultry and other captive birds and providing for an early detection system in areas at particular risk.
The Regulations require the National Assembly for Wales to evaluate the risk of the transmission of avian influenza virus and to take appropriate measures to reduce that risk. The National Assembly may declare avian influenza prevention zones or serve notices on premises at risk and lists the measures which may be imposed in zones and premises. These include the housing of poultry and the feeding of poultry indoors.
Other regulations prohibit the holding of gatherings of birds anywhere in England unless licensed by the Secretary of State after a risk assessment, require keepers of 50 or more poultry on all poultry premises to keep written records of their poultry and of other information and require keepers to notify the Secretary of State of this information and provide for the monitoring, and powers of inspectors. The Regulations grant powers to the National Assembly to vaccinate zoo birds, to require their vaccination or to license their vaccination.
