Abstract
These Regulations revoke and replace the Regulations of 1994 which implemented Council Regulation 3950/92 (EC) and Commission Regulation No. 536/93. Apart from drafting changes and revocations, the new provisions: (a) allow temporary transfers of quota which increase quantities available to dairy enterprises within the Scottish Islands area; (b) regulate certain matters with respect to temporary transfer of quotas and temporary reallocation of quotas; (c) provide for the possibility to convert a quota temporarily in any quota year from a wholesale to direct sales quota, requiring an application to the Intervention Board; (d) prohibit transferring out of quotas by a producer who permanently converts a quota in the same year; (e) increase the powers of authorized officers of the Intervention Board so as to include a power to enter upon premises and to inspect records in relation with specified offences. Disposal of quota which a producer has reason to believe is registered incorrectly in his name is made an offence. (35 Regulations and 6 Schedules)
