Abstract
A fly-tipping free Wales: our strategy for tackling fly-tipping (2015) aims to deliver the vision of "a future for Wales that is free from the unacceptable social, economic and environmental harm caused by fly-tipping. A future in which we all work together to take responsibility for our waste and build pride in our communitiesis strategy sets out how we will deliver our vision of a fly-tipping free Wales".
To achieve the vision the Strategy identifies to address the following issues: 1) Improved Education – Many householders and businesses are unaware of their responsibility to dispose of their waste safely, legally and responsibly; the Strategy aims to educate them in value their waste as a resource and what they can do to tackle flytipping in their communities. 2) Appropriate Waste Provision – A perceived lack of adequate waste facilities is often cited as a reason why people fly-tip. The Strategy sets a data gathering program to collect evidence to assess whether this is a problem for Wales. 3) An intelligence led approach to enforcement – Building enforcement capability across Wales will be key to ensuring that fly-tippers are caught and punished appropriately. 4) Private Land – Private landowners are currently required to remove fly-tipped waste from their own land. This is seen as an onerous burden and private landowners would like to work together with regulatory authorities to design and progress a way forward.
Actions include: making the investigation of fly-tipping incidents a statutory duty; investigate the barriers; liaise with existing networks and ‘local champions’ to deliver fly-tipping messages and advice within the community; ensure that people know how they can report fly-tipping; work with major landlords and others to try and eliminate fly tipping at source; undertake research to determine if there is a relationship between waste policies and fly-tipping; support the establishment of an intelligence sharing database; standardized national training package; facilitate the production of a best practice guide for dealing with fly-tipping on public and private land in Wales; investigate introducing a Fixed Penalty Notice, or other enforcement tools, for fly-tipping incidents
