Abstract
These Regulations amend the Environment Act 1995 They also amend the Environment (Northern Ireland) Order 2002, which applies to functions in Northern Ireland, and make corresponding and consequential amendments to the Greenhouse Gas Emissions Trading Scheme Charging Scheme Regulations and the Pollution Prevention and Control Act 1999. The amend provisions that allow regulators to make charging schemes in order to cover the costs of carrying out their EU Emission Trading System (ETS) functions so that appropriate charging schemes can continue to be made when the current implementing Regulations are themselves amended or replaced (and in particular when this is done for the purposes of the implementation of Phase 3 of the ETS.
