These Regulations amend the Landfill Allowances Scheme (Wales) Regulations 2004 so as to introduce the terms “biodegradable local authority collected municipal waste” and “local authority collected municipal waste” for purposes of clarification of landfill allowances allocated by the Welsh Ministers under the Waste and Emissions Trading Act 2003 to local authorities in their capacity as waste disposal authorities.
