Abstract
These Regulations require the Secretary of State to publish, after consulation with the Scottish Ministers, the National Assembly for Wales and the Department of the Environment Northern Ireland a national emissions reduction plan and require the Environment Agency to establish and maintain a register of large combustion plants (as defined by these Regulations) that participate in the plan. The Regulations also contain provisions on the verification of the annual reports of the operators of participating plants on emissions, on transfers of parts of emission allowances and the calculation of the reduction of emission where a regulator receives notification of closure of a participating plant.
