Abstract
This Order is made in consequence of the Marine (Scotland) Act 2010, which empowers the Scottish Ministers to adopt marine plans applicable to Scottish inshore waters and to designate marine protected areas in those waters. It makes certain administration arrangements in relation with marine plans and protected areas, provides with respect to advice on the management of seal populations and gives marine enforcement officers powers to enforce the marine licensing regime in Part 4 of the Act and of the marine protection and nature conservation legislation specified in section 132 of the Act.
