Abstract
This Order amends the Plant Health Order (Northern Ireland) 2006 to provide for emergency measures to prevent the introduction and spread of a specified disease causing ash dieback. In particular, the Order: (a) prohibits the landing in or the spread within Northern Ireland of the disease; (b) prohibits the landing in or the movement within Northern Ireland of plants of Fraxinus L. intended for planting which are infected with the disease; (c) imposes additional requirements on the landing in or movement within Northern Ireland of plants of Fraxinus L. intended for planting; and (d) imposes additional requirements on the consignment from Northern Ireland to other parts of the European Union of plants of Fraxinus L. intended for planting. This Order also: (a) implements Commission Directive 2008/61/EC (establishing the conditions under which certain harmful organisms, plants, plant products and other objects listed in Annexes 1 to V to Council Directive 2000/29/EC may be introduced into or moved within the Community or certain protected zones thereof, for trial or scientific purposes and for work on varietal selections); and (b) confers powers on the Department to grant licences for trial or scientific purposes.
