Abstract
This Order of the Minister of Agriculture, Fisheries and Food, made under sections 2, 3 and 4 of the Plant Health 1967, provides measures for the control of international trade in any plant, plant product, soil or growing medium ("relevant material") for the purpose of preventing the spreading of plant pests and diseases. It implements for Wales Council Directive 2000/29/EC on protective measures against the introduction into the Community of organisms harmful to plants or plant products and against their spread within the Community and related EU legislation. The Order places restrictions on the importation of plant material from outside the EU and control of plant pests and relevant material from the European Union. It imposes a requirement on plant traders to be registered in respect of any activity which they carry out. Certain plant pests, which are present or suspected to be present in Wales, are to be notified to the Welsh Ministers or an inspector and the Order makes provision for inspectors to request information about certain plant health matters.
