Abstract
Prosperity for All: A Low Carbon Wales (2019) sets the foundations for Wales to transition to a low carbon nation by cutting emissions.
This Plan comprises of five parts: Part 1 - Introduction, Vision and Context – explains why the government is acting on climate change, the 2050 vision for a low carbon Wales and the wider legislative and international context. Part 2 - Leadership, Integration, Collaboration and Involvement – sets out the cross cutting actions. The chapter also highlights the need for involvement and collaboration across society and the role of others in the low-carbon transition. Part 3 - Sector Emissions Pathways – provides the pathways for the different emissions sectors including looking at sector ambition, emissions profile. The sector chapter pathways are Power, Buildings, Transport, Industry, Land Use, Agriculture, Waste and F-gases. Part 4 - Methodological Approach – clarifies the methodological approach for tracking policies and proposals, how these contribute towards meeting targets and budgets. Part 5 - Next Steps – highlights the key steps over the next few years in terms of the timeframe for setting the third carbon budget and developing the second delivery Plan.
Looking at the sector pathways for Power the Plan identifies the following policies: will reduce the use of fossil fuel through implementing Energy Consenting, Planning & Permitting policy and phasing out coal; accelerate the deployment of renewable generation through delivery of Renewable Energy Targets; maximize the use of waste to energy; maximising the benefit to Wales from the transition to a low carbon economy by increasing local ownership of energy generation; support innovation; etc. In the Industry sector the Plan envisages policies in the mining industry and food industry aimed at reducing the use of resources and impact on environment. In the Land use sector the Plan aims at increasing tree cover through implementation of Natural Resources Policy, of Woodland for Wales Strategy, improve licensing system, increase tree planting; reduce carbon loss from peatlands and build carbon stocks within biomass. The Agricultural sector covers policies that include fertilizer and manure management, soil and grass improvement and precision farming; cover policies improve animal health, breeding, genetics/genomics & nutrition; and policies to reduce energy usage and mobile machinery. In the sector of waste policies are focused on measures to reduce waste emissions from landfill and to reduce emissions from waste water treatment.
