Third Northern Ireland Climate Change Adaptation Programme (NICCAP3).

The Third Northern Ireland Climate Change Adaptation Programme (NICCAP3) sets out Northern Ireland Executive Departments’ programme of adaptation to climate change, developed to meet the statutory requirement under section 60 of the Climate Change Act 2008 and to address devolved climate risks identified in the UK’s third Climate Change Risk Assessment (CCRA3). It also records actions and contributions from councils, non-government organisations, academia and other stakeholders, reflecting the stated need for a collaborative approach across government and wider society. NICCAP3 is structured to align with the Climate Change Committee’s adaptation monitoring framework and organises adaptation activity across thematic areas grouped into key action areas, with an Annexed Adaptation Delivery Plan specifying actions mapped to relevant CCRA3 risks. The Programme includes implementation, monitoring and evaluation provisions.
The Program identifies two fronts as imperative to act. One is Climate Change Mitigation to limit increases to global temperatures through the reduction of global greenhouse gas emissions and the achievement of net zero; this is a challenge that requires collaborative effort across the globe where each nation plays its part. The second key aspect of the climate challenge is Climate Change Adaptation, which recognises that historic emissions have already locked in climate impacts that we must now take action to adapt to so that our environment, society and economy are robust and resilient. The Programme then provides0 a description of the climate challenge in terms of the 13 thematic areas, grouped into 5 key areas of action - Natural Capital; Food Security; Infrastructure Services; People and the Built Environment; Disruption to Businesses and Supply Chains.
