Abstract
Towards Zero Waste - One Wales: One Planet - Food Manufacture, Service and Retail Sector Plan (2014) i a sector plan and key delivery document that identify specific objectives and actions for the food sector in order to make the necessary contribution towards the delivery of Towards Zero Waste.
This sector plan addresses waste management and resource efficiency in the food and drink and associated packaging supply chain. This includes food and drink manufacturers and processors, wholesalers and retailers and service providers e.g. hospitality. The plan covers directly the following types of waste: Waste food packaging in the wholesalers and retailers waste stream; Waste food in the wholesalers and retailers waste stream; Waste food packaging in the food manufacturers waste stream; Waste food in the food manufacturers waste stream. Waste food packaging in the service sector waste stream; Waste food in the service sector waste stream. The Plan also influences indirectly the following: Waste food packaging in the household waste stream; Waste food in the household waste stream; Waste food packaging in other commercial and industrial waste streams; Waste food in other commercial and industrial waste streams.
Some of the identified actions cover more than one element of the waste hierarchy, these have been grouped under the heading "overarching", these actions include: products using fewer resources; Voluntary Sectoral Agreements; development of a collaborative framework; voluntary agreement between UK Governments and the British retail grocery and manufacturing sector; waste hierarchy guidance; update waste management and arising data, promote the use of sustainable food business clusters; develop behavioural change and awareness campaigns and guidance material; to help the sector motivate their workforce to facilitate the necessary changes; etc. The other actions are grouped under the following headings, and they are: 1) Waste Prevention, including reuse (enhanced prevention program in the Food Manufacture Sector, in the Accommodation and Food Services Sector, in the public sector, working with large retailers and their suppliers, etc.). 2) Recycling, encompassing composting and anaerobic digestion (Increasing the recyclability of products and packaging; improve collection of recycle with mandatory provision of a separate collection service for paper, metal, plastic and glass, and supporting business to secure high quality recycling of business was, and exending kerbside recycling to businesses; actions to develop recyclate markets in Wales, etc.). 3)Other recovery of source separated wastes (recovery of untreated food waste; energy recovery for “difficult” wastes. etc.). 4) Recovery and Disposal of residual wastes (Support for the treatment of industrial and commercial residual waste; restrictions on biodegradable materials going to landfill
