Abstract
The Gender Equality Policy and Action Plan is a national policy with a multi-sectoral approach. The timeframe of the Policy is 10 years between 2014 and 2024. The overall goal of the Policy is to promote gender equality, equity, social justice and sustainable development in Grenada by respecting every boy, girl, man and woman as equal citizens and participants in the political, economic, environmental, social and cultural life of the country with equal rights, benefits, privileges and responsibilities regardless of sex, colour, creed, opinion or any other distinction.
Equitable relations between men and women will be promoted in the society to improve their quality of life through development policy-making, planning, budgeting and service delivery. Men’s and women’s experiences and concerns will be integrated into the design, implementation, monitoring and evaluation of all political, economic, social, cultural and environmental programmes and projects. The capacity for gender responsiveness will be strengthened among policy-makers, planners and service providers to advance equality and equity between men and women. A nationally and culturally relevant institutional framework will be provided for the implementation of initiatives to advance gender equality, women’s empowerment and equitable development outcomes at all levels for men and women. Women’s participation and leadership will be advanced in political and other forms of decision-making at all levels. Gender sensitization and training will be provided for men and women at management levels of the public sector, private sector and trade unions, and civil society. Inequitable gender relations will be transformed in all spheres to prevent discrimination and disadvantages. The valuing and recognition of men’s and women’s contribution to national development will be promoted. A system of gender-disaggregated data collection and analysis will be established at all sectors. Public awareness will be raised to address specific gender concerns at all levels. Equal access to education and training programmes will be provided in order to contribute equitably to economic growth, poverty reduction and sustainable development. The equitable participation of and benefits for men and women will be fostered in the labour force. In accordance with the nation’s goals of agricultural diversification, food security, economic growth, poverty reduction, and sustainable development, gender equality will be promoted in agriculture and tourism by increasing their equitable access to productive resources, and creating entrepreneurial opportunities linking agriculture to tourism. Financial and private sector agencies will be encouraged to strengthen the economy and reduce poverty. Moreover, the health status of women will be improved through quality, equitable and gender-responsive health care.
Gender will be mainstreamed in disaster management, climate change, and natural resource development, and building a ‘green economy’. The resilience of communities to disasters will be built for coping with and adapting to the adverse impacts of climate change, including assessing sectoral vulnerability, strengthening institutional arrangements, and adopting energy efficiency strategies.
A Gender Management System will be established as an institutional framework comprised of structures, mechanisms and processes with the mandate to initiate, coordinate, and monitor and evaluate implementation of the Gender Equality Policy and Action Plan. To this end, the Gender Focal Points and the National Gender Equality Commission will be established. M&E procedures will be developed by the Division of Gender and Family Affairs and National Gender Advisory Commission to monitor and evaluate the implementation of the National Gender Action Plan, achievements and gaps.
