Abstract
The National Environmental Action Plan is a national policy with a cross-sectoral approach. This Action Plan sets forth strategies to tackle the problem of environmental degradation due to misuse and overexploitation of natural resources in the key economic sectors especially in agriculture and tourism sectors in order to achieve environmentally sustainable development.
Ecosystem preservation will be ensured with a special emphasis on fragile ecosystems and their economic and ecological vulnerabilities. Protected areas will be designated for biodiversity conservation. In order to ensure sustainable fisheries management, coastal zone management will be strengthened including designation of marine protected areas, monitoring of mangroves, and assessment and inventory of marine stocks.
Community participation in environmental protection and management will be promoted. Public consultations will be encouraged on the integrated approach to environment and sustainable development.
This Action Plan sets forth environmental priorities for sustainable growth such as solid waste management; water supply and liquid waste management; land use management; coastal zone management; water pollution; forestry and protected areas; and natural and man-made hazards. Solid waste management will be strengthened by installing waste collection facilities, providing vehicles, machinery and equipment for inland collection and transportation of solid waste, and by strengthening the Solid Waste Division of the Ministry of Health. Water quality and hazardous liquid waste will be monitored by the National Water and Sewerage Authority. Sewerage disposal systems will be developed to prevent environmental damage. Moreover, actions will be taken against water shortage to provide water supply to all. Larger dams and water reservoirs will be constructed in the catchment areas. Watershed management will be improved in collaboration with the Ministry of Agriculture and Forestry and will be incorporated into the forestry policies. In order to ensure water conservation and saving, grey water will be used for irrigation. A land use policy will be developed to protect land resources from degradation due to unsustainable practices. Measures will be taken to prevent land-based pollution. Public awareness will be raised on the importance of preserving the natural environment through government-initiated programs for all. The legislative and institutional framework will be developed to achieve environmental sustainability. The participation of private sector and non-governmental organizations in the protection and management of environment will be promoted.
Disaster risk management will be strengthened through disaster response public awareness-raising campaigns to minimize the risk in the event of a disaster. Furthermore, early warning system will be established for disaster risk reduction. Reforestation and conservation strategies will be developed to cope with soil erosion and forest degradation.
The Ministry of Planning and Development shall be responsible for integrated management and planning on all environmental matters. A Commission on sustainable development will be established to act as an advisory body on all matters relating to environment.
