Abstract
The National Water Policy 2019 (NWP 2019) has been formulated through a participatory process of focus groups and consultations involving many government ministries and agencies, and non-government stakeholders. In 2007, the first NWP was developed for Grenada, but by 2018 the Policy was never implemented.
The Goal of Grenada s National Water Policy is to provide sustainable management of the country s water resources, through stakeholder participation and contribution to economic, social, and environmental development in an efficient and equitable manner.
The Policy is organised in four Parts. Part 1 entails a situation analysis describing the global, regional, and local context and identifies Grenada s water resources and water management issues.
Part 2, Strategic Focus, provides details on Vision Statement, Guiding Principles, Goal, Outcomes and Objectives of the Policy, basis and guidelines for action.
Part 3 sets the institutional Framework describing the Role of Government, Private Sector, Citizen, Society and of the International Development Community.
Part 4 concerns Policy Implementation and identifies Institutional Arrangements and Policy direction, coordination and regulation.
Among Policy s guiding principles Water and sanitation, in accordance with UN Resolution 64/292, are a human right and the State shall endeavor to ensure its fulfilment with respect to availability, accessibility, adequacy, safety and affordability. The Policy continues reccomending, amid its guidelines for action that the State shall ensure a service that makes available adequate and accessible quantities of water of a defined and acceptable quality that is affordable. The Policy offers as well a gender-sensitive design presenting measures to reduce existing gender disparities.
Outcome 3, Increased water use efficiency and conservation. through its Policy Objectives offers a outline of how the Policy is committed toward making agriculture more sustainable. Objectives are: 1) Improve water infrastructure to build climate resilience; 2) Ensure water is used as efficiently as possible, including promotion of wise use and conservation, while recognizing the important role of women in household water management; 3) Promote climate smart agriculture.
The policy promotes an equitable use and sustainable management of natural resources to promote poverty reduction and rural development.
Moreover, the policy identifies both structural and non-structural measures to facilitate climate resilience in the context of water management.
