Abstract
The National Climate Change Adaptation Plan is a national policy with a cross-sectoral approach. The timeframe of this Plan is 5 years between 2017 and 2021. The goals of the NAP for 2017-2021 are: (i) strengthened institutional structure; (ii) climate-responsive water management; (iii) integration of climate change adaptation into national sustainable development plans and projects; (iv) food security; (v) ecosystem preservation and improved management and conservation of protected areas; (vi) integrated coastal zone management; (vii) sustainable land management; (viii) fund allocation for disaster risk reduction; (ix) public health; (x) collection, analysis and provision of climate related data; and (xi) public awareness-raising.
Climate-smart practices will be integrated into food, agriculture, and fisheries sectors to support food security in times of climate change induced stress on the food production sector. Furthermore, capacity building and local seed distribution programme will be implemented for food insecure and vulnerable households to mitigate livelihood losses from changing climate.
Social protection will be enhanced for farming and fishing communities. A farmer field school programme will be established to build farmers' capacity regarding the impacts of climate change on agriculture, land and water resources, and fisheries. The collection, analysis and use of climate-related data will be strengthened in support of decision-making in key sectors, with collaboration from the Caribbean Institute for Meteorology and Hydrology.
The institutional structure will be strengthened to support coordination, integration and implementation of climate change adaptation. Climate change adaptation will be integrated into relevant new and existing policies, programmes and activities, in particular development planning processes and strategies, within all relevant sectors and at different levels. Climate change will be integrated into all levels of the education system. Furthermore, public education and media campaigns will be developed on the impact of climate change on the water resources, agriculture, fisheries, forestry, ecosystems, biodiversity, coastal zones and land resources. A climate-responsive water governance structure will be strengthened to improve planning, management and efficient use of water resources by 2021. In order to provide sustainable water supply to meet water needs, surface water sources and rainwater catchment will be protected against the adverse impacts of climate change. A water resource master plan will be developed to address the impacts of climate variability, land use change and the impact of increased urbanization and population on available water resources. A meteorological and hydrological database will be developed and the national water information system online data access platform will be upgraded. Water conservation will be ensured by increasing surface storage, developing a reforestation programme to improve water catchment, as well as developing a plan to reduce water loss. Climate-smart agriculture practices will be implemented to ensure food security with special emphasis on the production of priority categories of commodities such as traditional tree crops, fruits, vegetables, roots and tubers, livestock, and herbs and spices. An Agricultural Export Development Training will be developed to support the relevant government agencies in marketing and promotions, product development and quality. Climate vulnerability assessments will be conducted to increase resilience in the agri-food and fisheries sectors. A disaster management investment fund will be developed to support farmers to mitigate and respond to climate impacts and challenges. A food and nutrition security warning system will be developed for food supply inadequacies for local and export market needs. Agricultural crop diversification will be improved by establishing agricultural crop gene banks. Technological advancements will be used in the areas of production, post-harvest handling and agro-processing to increase resilience to climate change. Climate-sensitive disease surveillance and control will be strengthened to eliminate climate change related health risks arise from direct extreme weather events and natural disasters. The monitoring of critical ecosystems will be strengthened, with a particular focus on protected areas. Afforestation studies will be increased to contribute to reducing soil erosion, improving soil fertility, beautifying and enhancing the environment, providing timber and other products and maintaining biodiversity. Awareness wil be raised on ecosystem-based adaptation and its benefits for sustainable development and coastal protection. Sustainable land management practices will be promoted particularly in the agriculture, forestry and construction sectors. Measures will be taken for the land and infrastructure at risk of being damaged or lost due to impacts of climate change.
The National Climate Change Committee shall act as the main oversight body for climate change for the Government of Grenada. The Committee is comprised of 13 government members and four sub-committees in the fields of mitigation, adaptation, finance and sustainable development, and international negotiations and relations.
