Abstract
The National Climate Change Policy for Grenada, Carriacou and Petite Martinique is a national policy with a cross-sectoral approach. The timeframe of the Policy is 5 years between 2017 and 2021. The main purpose of this Policy is to build resilience at the individual, community and national levels for response to the adverse impacts of climate change.
In order to take action to build resilience and low carbon development, climate change adaptation will be integrated into development policies, plans, programmes, projects, budgets and processes. The priority areas for an effective integration of climate change adaptation and mitigation are: water supply and sewage management; agriculture, agri-business and food security; biodiversity and ecosystems; human health and coastal zone management. Climate-smart applications, renewable energy, sustainable land management and reduction of greenhouse gas emissions will be mainstreamed in the electricity, transport, waste and forestry sectors. Long-term climate change adaptive measures will be taken to protect and sustainably manage marine and coastal ecosystems in order to ensure biodiversity conservation and ecosystem preservation. Agricultural research and extension services will be provided to farmers on how to apply climate-smart agriculture practices, techniques and technologies. Institutional capacity building will be strengthened on climate vulnerabilities, disaster risks and the impact of greenhouse gases emissions, and climate change adaptation and mitigation to create an enabling environment for citizens, civil society, non-governmental organizations, private sector and research institutes. The formal climate change focal points will be established in priority ministries with clear roles and responsibilities in the fields of agriculture, education, fisheries, forestry, health, land use planning, meteorology, physical planning, tourism, water and works. Awareness of citizens, communities and consumers will be raised on the causes, impacts and appropriate responses to climate change and their participation will be encouraged at all levels. The use of climate change educational materials in primary and secondary school and university programmes will be promoted. The collection, storage, analysis, sharing and use of climate, GHG emission and pollutant/chemical data and information will be carried out to ensure evidence-based decision making. In addition to that, climate data will be included in the national disease surveillance system to protect public health. Funding applications will be supported for disaster risk reduction and management activities. Moreover, external climate finance support to adaptation and mitigation process will be increased.
The implementation vehicles for this Policy are the National Adaptation Plan (NAP) 2017 - 2021 and the Nationally Determined Contribution (NDC) submitted to the UNFCCC. Regarding mitigation; the Climate Change Focal Point in the Environment Division is leading the process to implement the NDC, working closely with the relevant sector ministries. Regarding adaptation; the Environment Division is leading the NAP process. Monitoring and evaluation of adaptation measures will be undertaken as part of the NAP process.
