Abstract
The National Strategic Development Plan is a multi-sectoral national planning instrument that addresses a comprehensive range of issues, goals, strategies, objectives and actions that are strategic in charting the course towards the social and economic advancement of Grenada. The vision of the Plan is for Grenada to embrace a rich heritage that nurtures community and family values, with a united, educated, spiritual and hospitable people, thriving in a peaceful democratic environment, transformed by innovation, creativity, enterprise and equal opportunity for a better quality of life. To pursue this vision, the Plan outlines 12 goals related with: 1) economy and eradication of poverty; 2) social capital; 3) cultural capital; 4) governance, democracy, peace and security; 5) youth development; 6) gender; 7) sustainable environment and physical development; 8) tourism; 9) agriculture; 10) agro-processing; 11) construction; and 12) economic infrastructure.
The Plan seeks to reform the agricultural sector in order to enhance its contribution to food security.
Further it aims to enhance the contribution of the agricultural sector to the economy, livelihoods, food security and exports; to promote the interest of the younger population in the sector as a sustainable means of employment and income; to rehabilitate and reform the nutmeg and other spice industries; to promote non-traditional agricultural crops; to promote Spice Isle as a brand; to secure funding and financing arrangements for agriculture; to secure markets for agricultural products; and to support the development of non-traditional agriculture (fruit crop production and production of herbs). In addition, the Plan will link livelihoods and environmental sustainability, improve agro-industries, and enhance livestock and fisheries industries.
The Plan will seek to reduce poverty, promote equal opportunity, rural development, and spatial balance. In particular, it promotes creative projects to address rural development and poverty alleviation.
Further the document promotes the institutional linkages between the Ministry of Agriculture and schools, Commodity Boards and farmers’ organisations. It will also promote the development of a growth strategy for small agro-industries, the formation of clusters within the manufacturing and agro-processing sectors for cost sharing and provision of infrastructure; and the establishment of farmer organisations at village and national levels.
Measures are outlined to promote and provide for disaster risk reduction, hazard mitigation and climate change adaptation. The Plan will mainstream disaster risk reduction and climate change issues, and ensure that the industrial companies, other companies, government agencies and households have emergency disaster plans.
The instrument is to be implemented by the public and private sectors, and relevant stakeholders. In particular, the Plan provides objectives, strategies, and activities to be pursued under each goal, as well as anticipated results, indicators, means of verification, and assumptions and risk. Lastly, the Plan lists the implementing agencies responsible for the implementation of each particular goal.
