Abstract
The Road Map Toward Integrated Water Resources Management Planning for Grenada is a national policy with a cross-sectoral approach. The objectives of the IWRM Plan are as follows: (i) to enhance awareness and strengthen understanding of the value and benefits of integrated water resources management, as well as the risks posed to human health and the environment by inadequate water management practices; (ii) to identify and implement targeted actions that address the root causes of adverse impacts and threats to human health and the environment arising from inefficient water resource management; and (iii) to mobilize financial resources and strategic partnerships, including engagement with the private sector, to implement projects aimed at mitigating the negative impacts and risks to human health and the environment associated with ineffective water management.
Additionally, achieving the objective of implementing IWRM in Grenada will require the establishment of several essential and interrelated elements. This includes the development of a comprehensive and integrated national policy and plan for water resources management, supported by a robust legal and regulatory framework. It also involves strengthening, and where necessary establishing, effective institutional and administrative arrangements to oversee water resource management. Furthermore, it is critical to enhance the overall capacity and technical capabilities required to manage water resources efficiently and sustainably.
The Ministry of Agriculture, through its Land Use Division, is leading and coordinating this process, serving as the central driving force. This provides a strong advantage, given its mandate over a wide range of cross-cutting areas, including land use planning and development, water resources, irrigation, watershed management, rainfall monitoring, land information systems, agriculture, and public awareness. In addition, the establishment of a Cabinet-appointed Water Policy Steering Committee to guide and develop the water policy reflects clear political commitment and recognition of the importance of implementing IWRM for the country’s sustainable development.
