Abstract
The 2019-2020 Action Plan of the Parliament of Georgia for the Implementation of the EU-Georgia Association Agreement is a national multi-sectoral action plan. Its main objective is to promote the implementation of the Association Agreement by the Parliament, and to determine strategic goals, objectives and specific activities of the Parliament that relate to the oversight and legislative activities, and to communicate to the population about the above-mentioned issues in the process of the implementation of the Association Agreement.
Among others, the Action Plan provides for consideration of legislative amendments in the field of food safety for purposes of approximation of Georgian legislation with EU legislation; consideration of legislative amendments in the field of veterinary for purposes of approximation of Georgian legislation with EU legislation; consideration of legislative amendments in the field of plant protection for purposes of approximation of Georgian legislation with EU legislation; consideration of draft laws on environmental liability, on amendments to the Law of Georgia on Environmental Protection, on amendments to the Budget Code of Georgia and on amendments to the Criminal Code of Georgia; Consideration of a draft Law on Biodiversity; preparation and consideration of the Forest Code of Georgia; implementation of legislative and institutional reform of the water sector including consideration of a draft law on water resources management; discussion of draft law on amendments to the Law of Georgia on Ambient Air Protection; consideration of draft Law on Prevention of Large Accidents Caused by Hazardous Chemical Substances or Chemical Mixtures; elaboration and review of the draft Law on Fishing; consideration of the draft Law on Industrial Emissions; consideration of draft amendments to the Waste Management Code of Georgia; consideration of draft laws on amendments to the Law of Georgia on Licenses and Permits, on amendments to the Law of Georgia on Fees for the Use of Natural Resources, and on amendments to the Law of Georgia on Regulatory Fees; elaboration and consideration of the Law of Georgia on Environmental Protection; elaboration and adoption of the Law of Georgia on Mining Waste; consideration of the Law of Georgia on Fluorinated Greenhouse Gases; and consideration of the draft law on amendments to the Law of Georgia on Ambient Air Protection.
In Energy, the Action Plan provides for elaboration and consideration of the Law of Georgia on Energy; consideration of the Law of Georgia on Energy Performance of Buildings; consideration of the Law on Energy Efficiency; consideration of the draft Law on Energy Labelling; consideration of the draft law on amendments to the Law of Georgia on Oil and Gas; consideration of legislative amendments on the production of energy from renewable sources and promotion of its use; consideration of legislative amendments related to measures to safeguard the security of Georgia’s gas supply; consideration of legislative amendments related to introduction of the rules on eco-design requirements; consideration of legislative amendments related to the introduction of the rules of labelling in compliance with EU standards; and consideration of legislative amendments on labelling of tyres.
In consumer policy, the Action Plan provides for elaboration and consideration of the Law of Georgia on Consumers’ Rights Protection; consideration of draft law on amendments to the Civil Code of Georgia; and consideration of legislative amendments in the field of credit agreements for consumers and distance marketing of consumer financial services.
