Abstract
The Comprehensive Reform Strategy for State Enterprises of Georgia for 2023-2026 and Action Plans is a national multi-sectoral strategy. Its main objective is to reduce the fiscal risks of state-owned enterprises, to maximize the economic growth, and realizing the enterprises’ potential to the fullest.
More specifically, the Strategy aims to improve the corporate governance of the state-owned enterprises in accordance with the best international practices; to ensure the commercial goals of the state-owned enterprises; to encourage competition and to ensure the observance of the competitive neutrality principle; to ensure the effective ownership of the state-owned enterprises; and to ensure the strategic management of the state-owned enterprises. The Strategy applies to the following state-owned enterprises: “Georgian Railway”, “Union of Georgian Airports”, and “Gas Transportation Company of Georgia”.
