Abstract
The Deep and Comprehensive Free Trade Area (DCFTA) Implementation Medium Term Action Plan for 2021-2023 is a national multi-sectoral action plan of Georgia. Its main goals are further improve the field of trade statistics; promoting exports to the EU; legislative and institutional approximation in the field of technical barriers to trade with relevant EU legislation and best practice; Promoting trade in products subject to sanitary and phytosanitary measures and protecting the life or health of humans, animals and plants; approximation of Georgian legislation to the relevant EU normative acts in accordance with Annex XI-B of the Association Agreement; raising stakeholders’ awareness on EU approximated Georgian legislation and facilitating adaptation of the entrepreneurs to the new requirements; training of employees of the relevant competent authority in legal drafting and implementation, in terms of capacity development programs and strengthening laboratory skills; expansion of the scope of accreditation of the new methods and fields of laboratory diagnostics in sanitary and phytosanitary direction; training of specialists in sanitary, phytosanitary and veterinary border control, developing a manual on a specific procedural issues; implementation of sanitary, phytosanitary and veterinary border control procedures; construction / reconstruction and equipping of 2 sanitary and phytosanitary infrastructure border inspection posts for the implementation of approximated sanitary and phytosanitary legislation; approximation with EU legislation and EU best practice in the field of customs; legislative and institutional approximation in the field of establishment, trade in services and e-commerce with relevant EU legislation; legislative and institutional approximation in the field of public procurement with relevant EU legislation and institutional capacity building; approximation to EU standards and best practices in the field of intellectual property; develop competition and trade Remedy fields in line with EU best practices; promoting sustainable development; cooperation with the General Fisheries Commission for the Mediterranean (GFCM) Georgia’s participation in workshops and sharing international experience and knowledge including by organizing trainings and study visits; assess the resource of selected plant species with economic value; develop and adopt by-laws of the Forest Code; start implementation of the Nationally Determined Contribution (NDC) document; preparation of Fourth National Communication document to the UN Framework Convention on Climate Change; informing employers and employees about occupational safety and health rules in the workplace which derives from the national and international law; and raising the awareness of employers and employees about child labor.
