Abstract
This Edict (Order) provides that, considering the declaration of the novel coronavirus (COVID-19) as a pandemic by the World Health Organization on 11 March 2020, its mass spread and the growing challenges the country is facing, in order to respond appropriately to the pandemic declared by the World Health Organization, to normalise the situation, and to enable the State to fulfil its constitutional obligations to ensure necessary public safety in a democratic society and to reduce any expected threat to the life and health of the population of the country, in accordance with Article 71 (2) of the Constitution of Georgia and Article 2 (1) of the Law of Georgia on State of Emergency: a state of emergency shall be declared throughout the whole territory of Georgia; and the period of validity of the state of emergency shall be until 21 April 2020 inclusive.
