Abstract
This Law regulates soil conservation and restoration-improvement of soil fertility. It consists of nine chapters: General provisions (I); Measures and methods for soil conservation and restoration-improvement of soil fertility (II); Relations regarding soil conservation and restoration-improvement of soil fertility (III); Objects that may be subject to soil conservation and restoration-improvement of soil fertility (IV); Financing of soil conservation and restoration-improvement of soil fertility (V); State control and supervision of soil conservation and restoration-improvement of soil fertility (VI); International cooperation for soil conservation and restoration-improvement of soil fertility (VII); Liability for violating this Law (VIII); and Transitional and final provisions (IX). The Law further provides for prevention of soil erosion, flooding, landslides, avalanches, inundation, soil pollution, repeated swamping and siltation, open extraction of minerals, agricultural commodities and construction materials, and anthropogenic impact; (b) rehabilitation, improvement of soil and rational land tenure of low productive land; and (c) establishment of maximum permitted limits of hazardous substances in soil, as well as provisions related to application of pesticides and agrochemicals. This Law applies to chemical rehabilitation of soil; measures aimed against natural disasters; soil fertility research and monitoring; conservation of soil and biodiversity; and complex use of soil capabilities.
