Abstract
The Long-Term Low Emission Development Concept of Georgia is a national cross-sectoral concept for the period of 2023-2050. Its main objective is to establish the diapason of national emissions of greenhouse effect and potential absorption.
Among others, the Concept provides for the activities in the following fields: energy production and energy industry; evaporative emissions; buildings; transport; industry; agriculture; reduction of methane emissions from manure management; reduction of emissions from agricultural soil; land use, land-use change, and forestry; waste management; purification of effluent waters; and composting.
More specifically, the Concept aims to mass construction and development of renewable energy-generating facilities; increase the overall consumption of renewable energy within the general energy balance sheet; implement major energy efficiency measures in the construction industry; develop energy efficient technologies in the existing industries; attract additional investments for low-carbon technologies; implement energy efficiency measures that reduces the demand for natural gas; ensure thermal isolation of buildings; transition to climate-friendly practices; and support climate-friendly transport.
In the area of agriculture, the Concept aims to stop the agricultural soil degradation, restore the soil, increase the efficiency of the existing current agricultural lands and pastures; intensify the harvests of agricultural communities and their processing; ensure the modern technology, fertilizers, refrigerators, and transportation of agricultural commodities in order to achieve the market and export quality; implement modern technologies in processing manure; increase the production of meat and dairy livestock production; and expand and technologically improve the processing-production of meat and dairy livestock.
In the area of land-use and forestry, the Concept aims to implement the principles of sustainable forest management; sustain the quantitative and qualitative indicators of forests; implement climate-smart principles for agricultural land; restore the degraded soil; and implement the sustainable management practices of pastures.
In the area of waste management, the Concept aims for removal of methane in areas where it is not planned (regional landfills, new water purification facilities); increase the recycling of fractions of municipal solid waste; expand the composting of fractions of municipal solid waste (waste from parks and farmer’s markets); removing nitrogen from effluent water silt; and use municipal solid waste for energy generation (in the cement production).
