Abstract
The National Concept for Tolerance and Civic Integration is a national cross-sectoral concept of Georgia. Its main goals are to create an environment of tolerance and respect among ethnic, cultural, linguistic and religious groups living in Georgia; provide to every citizen of Georgia equal opportunities to avail of civil, political, economic and social rights regardless of ethnic, cultural, linguistic or religious belonging; create necessary conditions for effective participation of minorities in the political, social, economic and cultural life of Georgia; provide equal access of minorities to every level of education, and the right to receive education and communicate in their native language; and provide support for the development of minorities’ cultures and preservation of essential elements of their identity, including religion, language, traditions and cultural heritage.
Among others, the document also provides to develop infrastructure and support job creation in regions traditionally inhabited by substantial numbers of ethnic minorities; provide professional retraining of minorities in accordance with structural changes in the economy and market demands; encourage social and regional mobility of minorities; provide equal opportunities for employment in the public service sector; and implementation of social protection programs by the government.
