Order No. 2-313 on the Approval of the Rules for Maintaining the State Water Use Register.

The Order approves the rules governing the state accounting of water use and establishes the scope, procedures and conditions for the collection and registration of information on water abstraction and wastewater discharge. State water-use accounting is maintained in electronic form and applies to the use of surface and groundwater, including water storage in reservoirs, where the conditions specified in the rules are met.
The Order designates the competent authorities responsible for maintaining the accounting system, collecting and analysing information, and monitoring compliance with reporting requirements. It classifies water use according to its purpose and establishes annual reporting obligations for water users, including requirements relating to the submission and accuracy of reported data.
The Annexes establish the form to be used for state water-use accounting and set out the information to be reported concerning water abstraction, use, transfer and discharge, pollutants discharged with wastewater, and other indicators relating to water use. They also provide the classification codes and statistical tables used for the compilation of national water-use data.
