Abstract
The Strategy for Development of High Mountain Settlements of Georgia 2019-2023 is a national cross-sectoral strategy. Its main objective is to improve the quality of life and demographic trend in the high mountain areas of Georgia by 2023 by supporting the improvement of the basic infrastructure, social and public services, tourism attractiveness, agriculture and production-based economic activities.
The Strategy aims to make agriculture, forestry and fisheries more productive and sustainable. To this end, it is planning to support a rational use of forest resources; to restore areas affected by forest fires; and to address environmental issues in protected areas.
Further, for reducing rural poverty, the document targets to promote tourism in high mountain areas, including agricultural and eco-tourism, to restore and conserve cultural heritage, and to increase the number of visitors to protected areas; to support small, medium and micro businesses in high mountain areas; to develop road infrastructure; to develop health, education, utilities and communications services; and to support the youth.
To enable more inclusive and efficient agricultural and food systems, the Strategy seeks to support agricultural cooperatives; and to support processing industry enterprises.
In order to increase the resilience of livelihoods to disasters, the Strategy aims to improve the road infrastructure and undertake measures against natural disasters; and to provide program for the prevention and reduction of natural disaster damage.
