Abstract
The Strategy of Ministry of Agricultural Development of Adjara for 2017-2020 is a regional sectoral strategy of Georgia’s Adjara region. Its main objectives are to raise the knowledge of farmers and provide effective agricultural extension; to improve the higher and professional education in the agricultural sector; to improve the agricultural land market and to implement modern methods in land-use; to create conditions for improving agricultural credit and leasing systems; to improve the agricultural insurance market; to support agricultural cooperative sector; to increase the information access to investment opportunities in the agricultural sector; to take the measure and complete marketing programs for promoting national products; to improve the organization and structure of the Ministry of Agriculture, and to strengthen the staff management and qualification; to create basic information system, data gathering, processing and providing to the people employed in the agricultural sector; to create the registry of farmers; to strengthen the coordination between the Ministry and the donors/organization and other stakeholders; to create local associations of active citizens and to ensure active participation of rural residents in the Ministry’s policy work; to improve the irrigation and drainage systems; to rationally use soil; to develop plans in rural development and investment in priority areas, and to support their implementation; to develop program in agricultural development and pursue their implementation and monitoring; to support the system of geographical indications; to support the production of seeds and planting materials; to support the certification of seed and planting materials; to develop plant nursery sector; to support the implementation of post-harvest technology (storage, sorting, packaging, processing, distribution sectors); to improve access to agricultural production and services, and agricultural equipment; to monitor food security; to develop an effective and flexible system of food safety control; to improve veterinary services; to support plant protection and phytosanitary safety; to strengthen laboratory capabilities in conducting research (testing) in food safety, animal health and phytosanitary control; to assess and improve the current veterinary and phytosanitary border control measures; to be guided by “good agricultural practices”, and to develop biodiversity and sustainable environmental programs; to create/manage gene bank for agricultural biodiversity and conserving endemic species; and to support climate-smart agricultural practices.
