Abstract
The Coordinated Programme of Economic and Social Development Policies is a national policy with a multi-sectoral approach. The timeframe of the policy is 7 years between 2017 and 2024. The overall objectives of the Coordinated Programme of Economic and Social Development Policies are (i) building a prosperous country, (ii) creating opportunities for all Ghanaians, (iii) safeguarding the natural environment and ensuring a resilient built environment, and (iv) maintaining a stable, united and safe country.
Strategies to ensure food security and good nutrition are taking measures to prevent food losses, promoting the production and utilization of locally grown and nutrient-rich food, strengthening early warning and emergency preparedness systems, developing and implementing a nutrition strategy to reduce malnutrition at all levels, reviewing and scaling up the Regenerative Health and Nutrition Programme (RHNP), eliminating child and adult malnutrition, and promoting research and development in food and nutrition security. Food adequacy in the short-term and food security in the medium-term will be safeguarded within agricultural development. The National Food Buffer Stock Agency will be re-organized to be more efficient and market oriented and moreover storage infrastructure will be developed. Access to safe water will be improved for all by establishing small town water systems, improving the water production and distribution system, and increasing water services in urban communities. School feeding programs will be carried out to improve the nutrition status of children.
Agricultural development will be ensured in consequence of production efficiency and post-harvest management. Productivity will be increased in agriculture, livestock and fisheries sectors. For agro-processing, state support will be given for the cultivation of selected agricultural products such as tomato, cassava, cocoa, soya beans, maize, oil palm, cashew, cotton, shea nut, selected fruits, groundnuts and rice. Sustainable fisheries management will be ensured through marine conservation and protection in a sustainable manner by improving fisheries infrastructure development to support the private sector, reducing illegal fishing and post-harvest losses, and by transforming the fisheries sub-sector and industry through science, research, technology and innovation. Environmental protection programs will be implemented regarding waste management, protected areas, forest conservation, biodiversity conservation, sustainable use of mineral resources, coastal zone management, deforestation, desertification, soil erosion, flood, green economy, climate change, disaster management, water resources management, renewable energy resources, energy efficiency, drainage, land use planning and land reforms.
Rural development will be ensured through the growth in agriculture sector, economic and social advancement for rural people, provision of better opportunities for poverty reduction and enhancement of quality of life, establishment of rural service centers to promote agriculture and agro-based industries; provision of agricultural investments, promotion of small- and medium-scale industries and rural enterprises, and provision of basic infrastructure. Rural livelihoods will be improved by implementing projects such as “One District, One Factory”, “One Village, One Dam”, “Planting for Food and Jobs”, “Creating job opportunities along the fisheries-aquaculture value chain for rural youth and fishmongers and traders”, and “Expanding aquaculture enterprises for jobs and food”. Youth involvement in mthe odern agriculture sector will be promoted through education. Social protection measures will be taken for all categories of vulnerable children, as well as for all vulnerable groups. Gender equality will be achieved in terms of political, social and economic development.
Recycling and reprocessing of industrial waste will be supported by the state to extend the industrial value chain. A globally competitive private sector environment will be created by promoting public-private sector dialogue, supporting the development of entrepreneurship and small medium enterprises, promoting export development, enhancing domestic trade, promoting marketing-focused product development and ensuring consumer protection.
Climate change mitigation and adaptation measures will be taken against the impacts in the fields of agriculture, water, coastal areas, health, energy and cities and infrastructure. Disaster management will be developed by educating public and private institutions on natural and man-made hazards and disaster risk reduction, operationalize an early warning and response mechanism on disasters, implementing gender sensitivity in disaster management, and by strengthening the capacity of the National Disaster Management Organization.
The implementation of this policy will be monitored directly by the Office of the President through the Minister for Monitoring and Evaluation.
