Energy Commission (Local Content and Local Participation) (Electricity Supply Industry) Regulations, 2017 (L.I. 2354).

This Regulation aims to maximize the use of local human and material resources in the electricity supply sector, including renewable energy, to promote job creation, retain value within the country, and enhance the capacity of local businesses. The regulations set minimum thresholds for local ownership and content across various industry segments, generation, transmission, distribution, manufacturing, legal, financial, and technical services, requiring foreign entities to partner with indigenous Ghanaian companies. A Local Content Committee is established to oversee implementation, approve local content plans, monitor compliance, and enforce standards, including penalties for violations and fronting.
Entities in the electricity industry must submit detailed local content and participation plans. These plans are evaluated regularly, with required reporting and performance monitoring. The regulations also mandate the use of locally manufactured equipment where possible and incentivize local production through potential tax benefits.
