Fisheries (Amendment) Act, 2014 (Act No. 880).

The Act amends the Fisheries Act, 2002: by inserting new sections 45A and 88A; and in sections 139 and 140. Section 45A requires the Minister to publish, by Notice in the Gazette, the list of international fisheries conservation and management measures which are binding on the Republic. The Minister may, on the recommendations of the Fisheries Commission impose additional conditions on fishing licences and authorisations issued under this Act that the Minister may consider necessary for the purpose of giving effect to any published international conservation and management measures. Section 88A introduces the concept of Illegal, Unreported and Unregulated fishing and defines offences in this respect. Offences include trading in illegally caught fish. Section 139 is amended to empower the Minister to make Regulations for the purpose of promoting international cooperation to promote the effectiveness of international conservation and management measures to combat Illegal, Unreported and Unregulated fishing. Matters that may be regulated by such regulations are detailed. Section 140 includes new interpretations: "closed area", "international conservation and management measures"; "port"; "regional fisheries management organisation"; "vessel monitoring system".
