Ghana National Aquaculture Development Plan (GNADP 2024-2028).

The Policy outlines the structure and strategic direction of Ghana’s aquaculture sector, beginning with an overview of its current status and the outcomes of the 2012–2016 National Aquaculture Development Plan. It highlights five core results achieved or targeted: increased fish production in priority zones, improved quality and competitiveness of farmed fish products, enhanced productivity and profitability across aquaculture enterprises, stronger compliance with environmental and food safety regulations, and improved institutional efficiency in governance and policy support. Building on these foundations, the National Aquaculture Strategic Framework identifies critical pillars for sector growth, including access to inputs, public–private sector collaboration, education and training, research, extension services, partnerships, production systems, value addition, marketing, and environmental sustainability.
The development plan articulates a forward-looking vision of a private sector-led aquaculture industry contributing to food security, employment, and economic growth. Its mission focuses on creating an enabling investment environment, while its goal emphasizes sustainable and profitable aquaculture practices. With ambitious medium-term targets, such as increased fish production, expanded market share, improved enterprise performance, and strengthened regulatory systems, the plan outlines expected results aligned with productivity, competitiveness, sustainability, and institutional effectiveness. Implementation is driven through coordinated operations led by the Fisheries Commission in partnership with public and private stakeholders, supported by structured monitoring and evaluation mechanisms to ensure accountability, participatory oversight, and long-term sector development.
