Abstract
The Ghana National Export Strategy for the Non-Traditional Sector is a national policy with a sectoral approach. The timeframe of the policy is 4 years between 2013 and 2017. The overall objectives of the Ghana National Export Strategy for the Non-Traditional Sector are creating jobs and enhancing livelihoods for all through increase in non-traditional exports.
In order to develop the non-traditional export sector, (i) risks and costs of production and export of goods and services will be reduced, (ii) private sector participation will be promoted in decision-making processes, (iii) institutional capacity and resources for export value chain infrastructure development and support service delivery will be enhanced, (iv) more competitive export markets will be created at national, sectoral and company level, and (v) institutional capacity building will be enhanced for the growth, development and sustainability of the non-traditional export sector and for responding to challenges and opportunities created by dynamics of the international market. Special emphasis will be placed on the production of fresh chilled/frozen and processed fish, vegetable oils and seeds, tree crop oils and seeds, fresh and processed fruits and vegetables, root crops such as yams, cassava, and sweet potatoes, grains and legumes such as rice, maize and cowpeas, natural plant product preparations/nutraceuticals, natural rubber and rubber products, and processed cocoa products. Competitiveness will be established by means of capacity development, acquisition of technology and innovation, trade information, finance, human capital development, infrastructure development, trade facilitation, support services for small and medium enterprises, transactions costs, security, product quality standards, packaging and branding, market access and national promotion. Exporters will be trained regarding the standards set by the Ghana Standards Authority and market access requirements.
