Abstract
This Act establishes the Ghana Ports and Harbours Authority, defines its functions and powers, provides with respect to the administration of the authority and provides rules relative to pilotage and other matters of navigation of ships. The Authority shall plan, build, develop, manage, maintain, operate and control ports, provide port facilities and regulate the use of a port and of the port facilities. The Authority may, with the prior approval of the Minister, make Regulations for the maintenance, control and management of a port. Matters that may be subject to regulation include the use of fishing gear in ports and the floating of timber. The Act defines liability of the Authority for consequences of its actions and operations.
