Abstract
Ghana’s 2018–2021 agricultural investment plan, Investing for Food and Jobs (IFJ), aims to modernize agriculture as the main driver of economic transformation, food security, job creation, and poverty reduction, in line with national and international frameworks. Targeting at least 10% of the national budget for agriculture and 6% annual sector growth, the plan focuses on boosting productivity, strengthening post-harvest systems, expanding technology and youth participation, and accelerating livestock development. It addresses key constraints—such as low investment, weak institutions, limited finance and mechanization, and high post-harvest losses—through four major programmes and flagship initiatives like Planting for Food and Jobs and One District–One Factory. Implementation emphasizes coordinated stakeholder roles, dedicated funding mechanisms, strong monitoring and evaluation, and cross-cutting priorities including climate resilience, gender equality, and nutrition, supported by public budget and additional financing efforts.
